In Italy more than 60% of the elevator systems have been installed before the entry into force of the Lifts Directive (95/16/EC) in June 1999.
Consequently, most of the elevators is not adequate to the new technical standards and objectively presents less safety for users.
On July 23, 2009 a ministerial decree was issued demanding for gradual adjustment of all elevators to the construction standards established for new systems. However, recently the decree has been annulled by a judgment of the TAR Lazio as a result of a breach of formal legality, although there is currently an appeal against this decision.
The European Standard UNI EN 81-80, even without the support of a Directive, continues to be essential for the safety of elevators installed before 1999.
To safeguard users’ safety it is necessary to continuously monitor the equipment status to intervene with revisions or replacements of component parts which prove to be no more efficient or too old.
